Blue Rubicon is an award-winning strategic communications and public relations consultancy, specialising in reputation management. Blue Rubicon is part of a wider network of 15 offices and strategic hubs employing over 550 experienced consultants who offer world-class advisory and client service to the world’s largest and most complex organisations.

Well established in Qatar, our team of 15 experienced consultants combines an international view of communications with an understanding of the local landscape. Our first international office builds on a history of working with Qatari businesses, in Qatar and the UK, since 2007.

Headed by Neil Daugherty, Kieran Toohey and Chris Lauwerys, Blue Rubicon Qatar offers a specialist management team with more than 45 years combined experience in communications, globally and in the region.

  • Chris Lauwerys

    Managing Director, Blue Rubicon Qatar

    Chris Lauwerys is a Managing Director at Blue Rubicon and joined in 2006. He has 15 years’ experience managing corporate, B2B and consumer accounts across a range of sectors including technology, media and professional services. In our Doha office, Chris leads our work for Qatar Museums, highlighting the organisation’s efforts to develop the country’s art, culture and heritage to national, regional and international audiences through traditional and digital channels. He also oversees our work for Vodafone Qatar, building awareness, understanding and engagement with the business’ mission, vision and strategy – including its network infrastructure investment, successful product and service offerings, customer-focus and how it is operating as a high quality and innovative business. He has also led a number of social action and CSR campaigns including for Action on Diabetes, a public-private partnership designed to tackle diabetes – one of Qatar’s biggest health challenges; and programmes designed to encourage greater participation in science, technology, engineering and mathematics (STEM) subjects and build the skills necessary to support the deliveryof the Qatar National Vision 2030. Chris also heads up the training and development programme for the team in Doha. Chris was previously based in the London office for eight years. He worked for Facebook, promoting its mobile, engagement and reach potential to brands and advertisers. He also led our work for UK Government-backed ‘Tech City’ initiative designed to ensure the success of the digital and technology sector in London and around the UK.
  • Kieran Toohey

    Regional Director, Blue Rubicon Qatar

    Kieran Toohey is Blue Rubicon's Regional Development Director, Middle East and Africa. He is a seasoned consultant with 18 years’ experience across journalism and corporate advisory. He has advised C-suite leaders on proactive and reactive reputation management in the Arabian Gulf, Europe, Africa, Russia and throughout Asia and Australasia. In his current role, Kieran is responsible – along with locally-based Managing Directors – for developing Blue Rubicon's offering in the Middle East, central Asia and Africa. Prior to this, Kieran was instrumental in the set up and success of Blue Rubicon’s first international outpost, in Qatar, after moving from the firm’s London office in November 2012. Since then, he has led reputation campaigning for oil and gas, mining, technology and education clients; advised widely on crisis management and offered strategic counsel on numerous positioning and strategy projects. Before moving to the Arabian Gulf, Kieran was part of Blue Rubicon’s leadership coaching team where he advised senior corporate and public sector leaders in dozens of countries on how to enhance value and trust with every conversation. He was formerly a journalist and TV news producer in the United Kingdom, Russia and Australia, working across public and private broadcasting organisations. Kieran remains a proud Australian, yet he can often be found during holidays in Northern Ireland, where his immediate family has deep roots.
  • Neil Daugherty

    Senior Managing Director & Senior Adviser, Qatar, Blue Rubicon Qatar

    Neil Daugherty is a Senior Managing Director and was the Managing Director of Blue Rubicon Qatar until moving back to London in January 2017. Neil has 18 years’ experience of corporate and brand communications and reputation management, working with blue chip organisations on campaigns with strong or contentious political dimensions (energy security, runway expansion). He has advised clients around the world at all levels of the energy value chain, from upstream exploration, to LNG production and shipping, to downstream lubricants and petrochemicals businesses. Neil has worked in Qatar since 2007, developing global communications strategies for a number of high profile energy, infrastructure and sports clients. He has extensive sports experience having worked for major sports governing bodies, think tanks and sports charities in the UK. As a Manchester United season ticket holder, 2013 / 14 was an excellent time to emigrate from the UK to Qatar. Before joining Blue Rubicon, Neil worked for Hill & Knowlton, after graduating from Pembroke College, Cambridge. He continues to advise clients in Qatar and the Gulf, from London.

All of our consultants either speak Arabic or are committed to learn.
